Several debates on implementing a Basic Income Grant (BIG) through SASSA have put South Africa again under the limelight. With the full rollout being pending, rumblings of a major development by July 2025 are making rounds.
What Is the Basic Income Grant?
The BIG aims to transform the temporary Social Relief of Distress (SRD) payments into a more permanent, straightforward income support mechanism that more effectively addresses poverty.
- The SRD provides R370 monthly for unemployed South Africans between 18 and 59 years, who have no other source of income.
- The BIG is meant to extend or probably increase that support and put it down in law on a permanent basis.
Where We Stand — July 2025 Update
- The policy development process has seen numerous interdepartmental workshops, with a second one scheduled for June 2025, so the draft will now be submitted to Cabinet in the Q2 of the 2025/26 financial year.
- But the implementation is yet to be done, mainly because ministers suggest the need for further consultations ahead of final approval.
- Major concerns still revolve around affordability, economic considerations, and the method of linking the BIG to employment interventions.
Who Would Qualify?
Though the formal list of beneficiaries is yet to be finalized, they are likely to look something like the present criteria defined under the current SRD:
- Age: 18–59 years
- Residency: Must be living in South Africa
- Income: No other income or access to social grants
- There could be further sort of revisions to the means test, maybe raising its threshold or fine-tuning the qualification via direct bank account checks.
