It simply shows that the basis of electricity access is a human right: without it, one’s dignity and daily living remain compromised.
Who Is Eligible In 2025?
This basically means that a determination of indigence is done at the local level through indigent policies promulgated by municipalities:
- Registered indigent classes of families unable to pay for utilities.
- Pre-paid meter holders mostly 20 Amp or sometimes 60 Amp with proof of indigence.
- The community in question, i.e., indigents like the unemployed, pensioners, and child-headed families, might be considered if earnings are less than a certain threshold (in most situations under R7,500 per month), according to specifications of City Power in Johannesburg.
Income limits and registration processes vary from one municipality to another; therefore, one is advised to check with the local municipality or with the utility provider with whom his meter is registered.
How To Apply For FBE In 2025
Qualified households must register to access their free electricity:
- Visit your local municipality, City Power, Eskom, or SASSA office to apply for indigent status.
- Submit required documents, such as ID, proof of residence, income statements (if any), and meter number.
- Once approved, your household is added to the Indigent Register and the 50 kWh of electricity is allocated on the 1st of each month, loaded via pre-paid token.
- Some utilities also allow token collection via USSD codes like *130*269# or *130*869#.
In Johannesburg, City Power’s ongoing registration campaign runs until 31 July, targeting 130,000 households so local authorities urge residents to sign up promptly.
What 50 kWh Can Run In A Month
While 50 kWh may seem modest, it supports essential daily needs:
- 4 lightbulbs (4 hrs a day).
- TV usage (\~3 hours/day)
- Cellphone charging, small fridge usage, and quick iron runs
- Enough energy for essential cooking, hygiene, and communication .
Top-ups or expanded allocations may be available in some municipalities depending on budget.
A Growing Concern
Despite widespread eligibility, uptake remains low. A recent Stats SA report shows fewer households are accessing free services, with coverage dropping from 25% to 14% on electricity in recent years. Experts point to weak outreach and households unwilling to undergo annual registration as key issues.
