Road-Driving Licence Rules In South Africa: The setting in South Africa is that the biggest Road-Driving Licence and Road-Rule control will now take shape. - Learner’s licences shall be valid only for 12 months instead of 24 months, with applicants now required to complete safety modules online and undergo biometric verification.
These changes proposed are to reduce fraud and ensure that a driver remains fit throughout the validity of the licence.
03. Demerit System And Zero-Tolerance Rules
A fully functioning AARTO demerit system shall be enforced all across the country. Initially, drivers have zero points, and demerits are added for offences such as speeding, drunk driving, or use of a mobile device. At 15 points, the licence is suspended automatically, and with further repeats, cancellation becomes permanente. The applicable zero-tolerance alcohol limit is an entirely new concept and it means that even detectable alcohol levels in your blood would constitute an offence. Enforcement of this comes via random breathalyser tests, but with penalties far more stringent than before.
04. New Road And Fines Regulations
Beginning July 2025, certain newly established rules will become applicable:
- Speed limits reduction : 50 km/h in residential areas (was 60), 30 km/h in school zones, and rural limits cut down.
- Distracted driving : This bans any sort of hands-free phone use; strict penalties and demerit points are applied.
- Mandatory road safety gear: All vehicles must carry reflective vests, emergency triangles, and dashcams.
- Huge fines for phone use, seatbelt breaches, speeding thorough drunk driving (i.e., R1,500 to 10,000+).
